RESPONSIBILITIES:

Two vacancies exist within ARRB Systems SA for Project Technical Leads (RAMS Engineer) within the Asset Management team to provide technical and project leadership in the planning, coordination, delivery and close-out of infrastructure asset management programmes and projects. The successful candidates will be responsible for road network and pavement-related projects, including data collection, processing, analysis, modelling, reporting and client deliverables. The successful candidates will lead multidisciplinary teams, coordinate project resources and equipment, monitor budgets and project expenditure, manage technical risks and ensure that project activities are delivered safely, efficiently and in accordance with contractual requirements, applicable standards, company procedures and the Integrated Management System (IMS). The roles require strong stakeholder engagement, technical leadership, team mentoring and a focus on continuous improvement across project delivery processes. These roles are based at the Westmead, KZN office.

KEY PERFORMANCE AREAS:

  • Plan, lead and coordinate assigned programmes, projects and work packages from inception through to close-out.
  • Develop and maintain project execution plans, programmes, schedules, trackers, risk registers, action logs and change-control records, ensuring project, technical, quality, compliance and safety risks are identified, reported and appropriately addressed.
  • Coordinate project activities, resources, equipment, subcontractors, personnel and project information requirements.
  • Ensure field operations, data collection, processing, analysis, modelling, reporting and final deliverables are completed in accordance with project requirements.
  • Review technical outputs, reports, datasets, dashboards, calculations and presentations to ensure accuracy, completeness and quality.
  • Implement appropriate quality assurance and quality-control processes and ensure non-conformances and technical anomalies are addressed.
  • Plan, allocate and optimise project personnel, field equipment, survey vehicles, software and other resources to maximise productivity and minimise avoidable costs.
  • Provide direction and leadership to project teams, monitor performance, identify resource requirements and support the development and mentoring of team members.
  • Monitor project expenditure, committed costs, recoverable quantities, invoicing inputs and cashflow against approved budgets and project allowances.
  • Support monthly claims, reconciliations, variations and financial project close-out.
  • Ensure project activities comply with ARRB Systems SA policies, procedures, SOPs, delegated authorities, contractual requirements, relevant standards, health and safety requirements and the Integrated Management System (IMS).
  • Ensure effective utilisation of approved company systems, software, templates, dashboards, trackers and document repositories.
  • Act as a technical point of contact for clients, internal stakeholders, service providers and project teams.
  • Communicate project progress, risks, constraints and technical matters effectively and resolve issues pragmatically.
  • Prepare and review technical reports, technical memoranda, presentations, progress updates, client correspondence and project close-out documentation.
  • Maintain accurate project records, including project plans, schedules, quality records, approvals, change requests, lessons learnt and handover documentation.
  • Provide technical and operational support for tenders, expressions of interest, methodologies, resource plans, programmes and pricing inputs.
  • Identify and implement improvements to project productivity, quality, safety, cost control and consistency.

EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree, BTech, Advanced Diploma or equivalent recognised qualification in Civil Engineering.
  • Minimum 5 years’ relevant experience in infrastructure asset management, pavement engineering or related engineering projects, including demonstrable project coordination or leadership experience.
  • Minimum 2 years’ experience in pavement engineering or infrastructure asset management.
  • Registration with ECSA registration as a Professional Engineer or Professional Technologist will be advantageous. Candidates who are eligible for or actively progressing towards professional registration with ECSA will also be considered.
  • Experience in project management and coordination of multidisciplinary engineering projects.
  • Experience with infrastructure Asset Management Systems (AMS).
  • Knowledge and experience in road network, pavement and infrastructure asset management projects.
  • Sound knowledge of project management principles.
  • Strong understanding of the TMH and TRH suite of guidelines.
  • Knowledge of COTO Manuals and relevant South African road engineering standards.
  • Knowledge of local and international road safety manuals.
  • Strong knowledge of infrastructure asset management best practices, including the principles of ISO 55000/55001.
  • Knowledge of applicable PRMG and DoRA requirements.
  • Experience with quality management systems and quality assurance processes.
  • Project Management qualification will be advantageous.
  • Formal training or a recognised accreditation in ISO 55000/55001 asset management principles will be advantageous.
  • iRAP/RSATL or other recognised road safety accreditation will be advantageous.
  • Valid driver’s licence and willingness to travel to project sites.
  • Valid passport and willingness to undertake local and international business.

SKILLS AND KNOWLEGE:

  • Infrastructure asset management, road network and pavement engineering.
  • Project planning, coordination, resource management and project delivery.
  • Knowledge of TMH, TRH, COTO and relevant road engineering standards.
  • Knowledge and understanding of ISO 55000/55001 principles and Asset Management Systems.
  • Working knowledge of QGIS or equivalent GIS software.
  • Intermediate to advanced Microsoft Office skills.
  • Strong technical report writing and presentation skills.
  • Strong analytical, critical-thinking and problem-solving skills.
  • Excellent planning, organisational and time-management skills.
  • Strong communication and interpersonal skills.
  • Ability to lead, mentor and work effectively within multidisciplinary teams.
  • Ability to manage multiple projects, priorities and deadlines.
  • Strong attention to detail and accuracy.
  • Ability to manage project risks, resources, budgets and stakeholder requirements.
  • Sound commercial awareness and ability to balance technical, contractual and financial project requirements.
  • Ability to make sound technical and operational decisions within delegated authority.
